"It is about time that prosecutors (with the aid of lawmakers) put some teeth in the enforcement of pool drain safety standards. These drains have drowned many, but have also eviscerated living children in a manner far too ghastly to describe here. Safety standards were badly needed, and have been at least partly addressed by legislation and codes. When contractors fail to follow even existing safety codes - and someone dies or is gravely injured - then the contractors absolutely should be prosecuted for homicide... "
